To gain legitimate power, Sunagawa is attempting to establish a unified legal business, backed by Diet members, using a one-yen coin as a symbol. However, escalating conflict between the Shimizu-gumi and Masago-kai, the main faction of the Ichienkai, threatens his plan. Jin, respected by both groups, tries to mediate, but the fighting worsens when the leader of the Shimizu group is shot and a Shimizu-gumi hitman is targeted. Yoshiro, investigating both organizations, discovers a hidden strategy orchestrated by Mizuho-gumi, the director of the Ichienkai.
