In de jaren zestig gebouwd als slaapstad voor de arbeiders van Shell en de haven, stond Hoogvliet lange tijd model voor de oer-Hollandse waarden rust, reinheid en regelmaat. Dertig jaar later gold het als een getto waar iedereen van af wilde.
