Scanners II: The New Order (1991)

This suspenseful film explores a society where people with powerful telepathic abilities, known as "scanners," exist. While gifted, these individuals are also feared and pursued because of their potential to read minds. Police Commander John Forrester, a calculating and ambitious man, decides to recruit scanners for his own gain – to take control of the city.
