Description:
In Los Angeles, a secretive group of bank robbers called The Ex-Presidents are terrorizing the city with bold heists, each member wearing a mask of a past US president. As the FBI searches for their identities, they task undercover agent Johnny Utah with infiltrating the surfing community, where the robbers are rumored to be hiding. Utah must adapt to the surfing lifestyle and gain information about The Ex-Presidents. This challenges his beliefs about surfing, teamwork, and what's real. The pursuit of these skilled criminals becomes a suspenseful game of cat and mouse, testing loyalty, identity, and what it means to be human.
