Description:
In 1933, a devastating earthquake hits Diexi, a remote town in the Qinghai-Tibet Plateau. Andeng Bang (You Daqing), the hereditary chieftain, takes charge of disaster relief and rescue efforts. However, officials from the Songpan government exploit the crisis to impose taxes and conscript men under false pretenses, claiming to combat bandits.
