In 1921, a young Luxembourgish cartographer named Charles is dispatched to Albania to map the region and study its people as part of a border commission. Albania has recently gained independence but lacks defined borders. Reporting to the Conference of Ambassadors in Paris, Charles is initially awestruck by the event's scale. However, he soon realizes the diplomats are more concerned with their own interests than Albania’s future. Feeling compelled to advocate for the newly formed nation, Charles breaks protocol by offering a crucial observation during a dispute among the diplomats, ultimately helping them resolve the urgent issue of border demarcation.
