A new police chief (Bruce Li) arrives in a quiet town with a mission: to dismantle a dangerous gang. Almost immediately, he clashes with his unmotivated deputies and realizes they are inadequate for the task. He then offers pardons to several prisoners – a widower seeking revenge for his wife's murder, a skilled knife-thrower imprisoned for killing a corrupt official, a pickpocket, and an orphan girl seeking justice for her parents – in exchange for their help against the gang. The chief demonstrates his ruthless resolve by executing one prisoner who attempts to escape. As they work together, prisoners and police alike form a bond and track the gang to its hideout, led by its leader (Chen Hsing). A fierce and deadly battle ensues, leaving everyone dead except the chief.
