Description:
The oceans have flooded the Earth, leaving only scattered islands. Elfie lives with her grandfather on one of these, a city-island. When an underwater event happens, she discovers she can breathe underwater. Her grandfather reveals she's descended from a mythical sea-faring people. Exploiting the islanders’ fear of the unknown, local politicians incite a war against this hidden population to divert attention from their own dwindling resources, and Elfie is caught in the conflict.
