Abandoned by her owners at two months old, kitten Chibi-neko is discovered by 18-year-old Tokio. Despite his mother's allergies and fear of cats, she allows him to keep the kitten, worried he's becoming isolated after failing his university entrance exams. Chibi-neko quickly bonds with Tokio, believing she is a small human who speaks human words, even though others only hear her meow. She holds the conviction that all humans were once kittens like herself. A stray cat tells Chibi-neko about a legendary paradise called Cottonland, where dreams are said to be fulfilled.
