Description:
Mayor Josef Loucký of the village of Sedlčánky is determined to win the coveted title of Village of the Year. The village is nearly ready to win, boasting mock public amenities like a library, museum, swimming pool, and ice rink. The final hurdle is a sewage system. Mayor Loucký has secured a grant for a treatment plant, contingent on completing sewer construction within two weeks. Thanks to his work, the village now has new roads and sidewalks. The only way to finish the project is to run the sewers through people's gardens, a plan everyone supports except for Topol, the mayor's father-in-law.
