Loyal police officers Agni and Vijay kill Thimmakka’s son in a case of rape and murder, setting off a chain of revenge. Thimmakka joins forces with two powerful criminals and uses political maneuvering to undermine the police. Agni, supported by an honest Chief Minister, fights back, killing one of the criminals within the CM's home. Thimmakka then unleashes Black Tiger, a criminal believed to be dead who escaped through corruption. Agni pursues three officials involved in the escape, but Black Tiger kills them, damaging Agni’s reputation. Vijay dies, leaving Agni isolated. Black Tiger bombs the city, killing Agni’s mother. Agni chases him to Hong Kong for a final confrontation.
