The Man from Montevideo (2007)

Detective DC Davies investigates the murder of a limousine driver found with his neck slashed. The investigation centers on the driver's passengers from the previous night, but reveals he had a hidden past. He'd been living in Uruguay until recently and had undergone significant plastic surgery. The case changes dramatically when the victim is identified as a former London cab driver who vanished after a passenger left a briefcase containing 2 million pounds in his cab.
