Hakuryu 5: Ruler vs Dictator (2008)

In a rare instance, Hakuryu faces a full-scale police confrontation. The film's centerpiece is Hakuryu's escape from the police's carefully laid trap. Yoshiyuki Yamaguchi of "Kamen Rider Kabuto" portrays the police chief, Kazuki Kannai, who is aggressively targeting the Kurosu clan as the new police chief. Kannai aims to destroy the Kurosu clan to dominate the underworld, positioning himself as the ultimate authority. Shirakawa resolutely offers his complete allegiance to Kamiuchi, but Kannai remains skeptical.
