Global nations have agreed to drastically reduce military size – to just 0.1% of their populations – and outlaw weapons of mass destruction. But this hasn't ended conflict; it's shifted it to a new arena: intelligence warfare. In Japan, a secretive spy agency called the "Church" is formed. Its agents, known as Sakuras, must adhere to strict rules, forbidden from forming relationships outside of their assigned "Messiah."
