Scent of Danger (2002)

FBI agent Carol Blue resists assistance in the kidnapping of young Zoe Hendricks, but former cop Chris Milos' private investigation firm proves highly effective. Milos' dog handler, Brenna Shaw, and her Alsatian, Brie, discover the kidnapper intentionally dropping Zoe into the water to facilitate his escape. They determine the crime isn't about ransom, but something more personal. Contacted by a man calling himself Gideon "judge," they become entangled in his disturbing, vengeful games and twisted reasoning.
