Following the unexpected death of the previous Seiun-kai leader, "Oni" Shima Shu, Yuuki Mishima becomes the new chairman, hoping to guide his organization toward positive change. His cousin Atsushi, however, is impulsive and prone to violence, constantly threatening to plunge the Kanto region into war, though Yuuki prevents it.
